Command Center alerts that never showed now appear once

A few Command Center alerts were never saved, so you never saw them. They now appear once per item and repeat at most weekly.

# Command Center alerts that never showed now appear once

A few Command Center alerts were written in a way the inbox could not save, so
they never appeared. They now work, and each one is raised once for the thing
it is about instead of on every check:

- **Add-on payment failed repeatedly**: once per add-on after three failed
payments, and at most once a week while it stays unpaid. Dismissing it does
not bring it back the next day.
- **A scheduled plan change could not be applied**: once per change, and at
most once a week while it keeps failing.
- **Scheduled plan changes overdue**: one alert for your venue when a change
is more than a week late, at most once a week.
- **Smart Terms: terms may be out of date**: once when a setting linked to a
clause changes. Reviewing, rewriting or ignoring it, or deleting the link,
clears the alert from the Command Center too.

None of these send you an email.
