Pass editor loading repair

Repairs a production loading failure that could prevent the pass editor from opening.

The pass editor can open normally after choosing Edit from a pass's action menu.
If you kept the catalog open during the release, reload the page before editing.
Your saved pass settings and existing memberships are preserved.
