Clearer messages when sign-in is temporarily unavailable
Password sign-in now explains temporary service failures and excessive attempts, and avoids starting account recovery during those failures.
If the sign-in service times out or is temporarily unavailable, clients see a message asking them to try again later. Too many attempts receive a separate message asking them to wait. These temporary failures no longer start automatic imported-account recovery. Existing password recovery, account deletion restrictions and two-factor authentication continue to apply. The fix covers the web password form and the shared login API used by connected sites and mobile apps; app release and device verification remain separate.
