A promo code can waive a membership's registration fee
Promotions gain a "Waive a membership's registration fee" benefit. A batch of single-use codes can each waive the joining fee on a membership, including a Flexible membership at any class allowance and with add-ons, while the membership itself is billed at its normal price.
Until now only a flash sale could waive a membership's registration fee, and a flash sale carries exactly one code. A venue could not hand out a batch of single-use codes — one per person, each with its own deadline — that waive the fee. In **Promo codes**, a promotion can now choose **"Waive a membership's registration fee"**. Generate a batch of codes as usual. Each code works once, on the memberships the promotion targets, until its own `valid_until`. The membership is charged its normal price from the first cycle; only the one-time registration fee is waived. The code is entered at membership checkout. It is refused, with a plain reason, on a one-off pass, on a membership with no registration fee, after its deadline, and once used. The public promotion claim step declines it, because the code is used directly at checkout. At the desk the operator's own "waive registration fee" concession remains the tool; staff start-membership does not accept these codes.
