The automatic platform re-engagement email (the `re-engagement` cron) used to
email any active member who had not signed in for 30+ days, marked as urgent
so it skipped the recipient's marketing consent, notification preferences,
quiet hours and frequency caps. That is no longer an acceptable default, so
this platform-wide cron has been retired: it was removed from the daily job
schedule and its route now performs no query and sends nothing.

No historical data was changed. Venues that still want to reach inactive
clients can build an equivalent campaign through their own marketing tools,
which respect each recipient's consent and preferences.

This is separate from the existing venue-initiated outreach (staff manually
flag a client as needing a win-back message): that one stays enabled, since
a venue is choosing to send it, but it now also goes through the standard
marketing-consent gate — quiet hours, frequency caps and marketing consent
all apply to it the same as any other marketing send.
