Webhooks and API keys work again on plans that include API access

Venues whose current plan includes API access can again create API keys and webhook endpoints, and their webhooks are sent again. A platform-wide catalogue setting had been refusing them since late August.

## What was wrong

If your venue's plan includes API access, Booking Bible refused new API keys
and new or re-enabled webhook endpoints, and refused webhook delivery claims
before recording or sending the events. The check read a platform-wide catalogue setting
instead of the agreement your venue is actually on.

## What changed

API access now follows your own subscription: the plan you are on decides
whether you have API access and how many keys, endpoints and requests per
minute you get, the same as everywhere else in Booking Bible. Nothing about
your plan, price or limits changed.

From now on new events are sent to your endpoints as they happen. Events refused
before a delivery was recorded are not replayed. Older failed deliveries are not
sent again automatically.
