Settings shortcuts now open the right place

Several shortcuts that previously opened a broad Settings page — or an address
that did not exist — now open the page and section named by the shortcut.

Room Rentals and the Room Board open the Rooms section under Locations. Venue
readiness opens Payment providers for Stripe setup. Brand reports return to
Brand management, Passes opens Membership settings, and Private Events opens
the existing venue business details. Both Staff shortcuts for schedule names
now open the exact schedule-display control.

Appointment and Open Gym controls in global search are now supplied from the
same permission-aware destination rules used by their owning settings pages.
Changing venue or staff access clears those results while access is checked, so
an older search response cannot leave a setting visible for the wrong venue or
staff member.

This update does not move the remaining Settings pages yet. Tasks, Alerts,
Chat, and Private Events proposal templates are being corrected at their
runtime and permission boundaries before their owner URLs change.
